HEL felt the need & responsibility to extend support towards a sustainable livelihood to the rehabilitated villagers as well as to the surrounding communities. A Rehabilitation Colony has been set up at Purba Shrikrishnapur, in collaboration with Haldia Development Authority. All infrastructures and amenities like internal black-top road, electrification, street lights, drainage system, drinking water supply, plantation and formation of water bodies could be established by HEL within a short span of time.

Infrastructure development
HEL has gone beyond the infrastructural need and has been actively involved in the betterment of living standards by creating self-help groups, making skill development centres and imparted training so that people can unlock the various earning potentials and improve their livelihood.
HEL puts considerable effort to facilitate different group based and individual based business opportunities for the rehabilitees with marketing linkages. Pisciculture, vegetable and mushroom cultivation etc. under 'Project Jeevika' is one such initiative for improving alternate employment & income generation for local youth.
